Was his Dad the youth football coach from years ago? Think he was called Keith. There's also Freddie Isaaca at Argyle. He's only 15 not sure if he's signed pro just yet but he's been involved with the first team over the summer

Differs between sports. Cricket is 7 years, rugby union is as little 3 years (and you don't even need a passport for the country you represent, look at the Japanese and Italian national sides). Believe it's 5 years for football, but that you can represent another country after playing for another at up to under 21 level. You can qualify for multiple countries through nationalities of parents and grandparent. (Harry Kane could have played for the Republic Of Ireland via his Irish father). London born Declan Rice represented the Republic Of Ireland at age group levels as his parents are from Cork, and declined 3 call ups to their full squad before finally committing to England. Regarding Luke Jephcott, it's possible that England never approached him. Perhaps he made a decision to go with international football with Wales rather than wait for an England call up that never comes.
